Ensure that you have a lot of Silver. Recruiting a captured Hero requires a large amount of Silver. The higher the Hero's star rating, the more Silver they will request.

Ensure that your Nobility Rank is high enough. The higher the Hero's star rating, the higher your Nobility Rank will have to be to recruit them.

After the above conditions have been met, go to your Villa and select which captured Hero you wish to recruit.
