City Types
There are five different types of city.
Player Cities
Barbarian Cities： These cities can't be occupied. However, you can attack them to earn task rewards and items, boost your Prestige or plunder resources.
Normal NPC Cities：Normal cities are weaker than high-level cities, but they also have their own strong points.
County City: Within a County City's jurisdiction, orders can be issued to other player's cities. The highest level that resource production sites can be upgraded to is 12.
Large City: Within a Large City's jurisdiction, orders can be issued to other player's cities. The highest level that resource production sites can be upgraded to is 15.
Provincial City: Within a Provincial City's jurisdiction, orders can be issued to other player's cities. The highest level that resource production sites can be upgraded to is 18.
Capital City: Roma, the empire's greatest city, is the most powerful in the empire. The highest level that resource production sites can be upgraded to is 20.
